The audience decides what this System restores. It does not decide what this
System becomes. These are the things this System will not do, whatever the vote
says, and they are written down before the first restoration so that they cannot
be argued into place afterwards.

- The System endorses no claimant.
- The System never asserts a fact about a living person beyond what a document says.
- The System never depicts a real face.
- The System never restores without a document.
- Votes are never for sale.
- Every entry is co-signed by a custodian who can refuse a text and can never write one.

## Amendment

This file is hashed, and the hash is printed under it. Any change to a single
character makes a different hash, and the old one stays checkable against any
copy a reader saved. Nothing here is removed quietly.
