The Fraction are the outsiders. They believe neither list. When the Exults burn their drafts, the Fraction keep the ash and the copies that went out by mail. When the Inculcates close a roll, the Fraction index what the closing missed. They keep the paper both the others abandoned, and they keep it flat, dry, and in order.

They turn over every stone. They hold that there is a truth under each one, and that the stone is evidence too. Their catalog records where a document was found, who abandoned it, and what the abandoning was meant to accomplish. They refuse to summarize. Their number does not grow, and the record suggests they prefer it so.
