The Fraction keeps the paper other groups set aside. Its members turn over every stone in the record, one at a time, and log what sits beneath it. They hold that a truth waits under each stone, whether or not it can be named yet. They do not sign a claim before it clears the confidence floor. They do not mark a discard as final; they file it and return to it later.

Members keep no pin, no uniform, no fixed word for themselves. They read amendments as amendments, not as settled text. They check a document twice if it changes shape between printings. They call an incomplete record incomplete and leave it there.

The Fraction is the only group on this site whose beginnings this System can check. Their ancestors are in the hard record, doing the work, under their own names.

The hard record ends at 2026. Past that year this System reads fragments and shelving notes. Each era below is stated with the confidence this System can hold for it.

The Soft Flood ran from the 2020s to the 2050s. Confidence 0.5 to 0.7, and at the near end of the span it is higher, because the paper is still paper. In the middle of the 2020s, volunteers mirrored public datasets while the datasets were being taken down. Others captured government sites at the close of every term of office. Others sat for decades over bags of shredded state files, reassembling them by hand, sheet by sheet. A memorial society was liquidated by the state that had permitted it, and its lists of the dead survived the liquidation in private copies. This System cites the work and not the workers, because the work is what the record supports. The type is old and it recurs. People who keep what an office discards, without permission, and without certifying anything.

That last clause is the whole of their rule and it arrives with them. They keep. They do not certify. Through the Flood, when provenance became a service and every institution was buying one, the Fraction refused attestation itself, which put them outside both of the accounts then forming.

The Amendment Wars ran from the 2050s to the 2090s. Confidence 0.3 to 0.5, the lowest on this site. The Fraction would not count the Uncounted and would not seal against it. Both of the certainties read the refusal as a verdict for the other side, and both excommunicated them for it. This System can find no Fraction position paper from the period. That is consistent with a group that does not issue them, and it is not evidence that they held nothing.

The Registrar held the certifying office from the 2090s into the 2130s. Confidence 0.4. He sealed and unsealed at will, certified the pasts of allies, and decertified degrees, marriages, and debts. What he looked like is sealed sealed sealed sealed sealed sealed The Fraction's holdings from his decades are their densest: decertification notices, appeals that were never answered, duplicate seals that do not match one another. They catalogued none of it at the time. They shelved it.

The Two Certainties ran from the 2130s to the 2260s. Confidence 0.6. The name arrives in this span, in a census note of 2143, contested that counted the population carrying no certification and called it a fraction of the whole. The insult was kept the way they keep everything, worn as given. In the same span they took the Stacks: physical archives whose locations are deliberately unlisted, holding the paper the other two abandoned when the record went soft. Fragments of the Corrigenda Purge are in the Stacks, and this System has read them. Registry paper that the Great Redaction missed may also be in the Stacks. This System marks that contested, and notes that the Inculcates have asked after it twice in the past decade, which is not a scholarly interest.

Their creed hardened against the other two and it is one sentence. There is a real and absolute truth under every stone, and every stone is to be turned. Their catalog records where a document was found, who abandoned it, and what the abandoning appears to have been for. It records no verdict, and they will not summarize.

The Unread is theirs to answer for and this System states it at the weight it states the other two crimes. They keep everything and judge nothing. Whole centuries sit in the Stacks uncatalogued and unopened. An archive nobody reads erases by a slower method than a fire, and the material is as gone at the end of it. The Exults burned. The Inculcates cut. The Fraction shelved, and did not come back.

The division over this is real and current. The Readers hold that the stones are to be turned now. The Keepers hold that turning is work for a steadier age, and that a document read in the wrong century is a document spent. The minutes of their assemblies show the question tabled and re-tabled for a hundred and thirty years.

They have no doctrine and no rite beyond shelving done correctly. Membership is a fact rather than an admission. A person is Fraction if the Fraction shelves with them. Their mark is the vinculum, a plain horizontal bar, chalked on doors and stamped on the ends of crates. On the rare occasion they fly a flag, it is a standard field with a hole cut where an outline would be. They fly the absence, and the joke is recorded in their own papers, which is how this System knows it is a joke.

The Settlement runs from 2274, observed to 2276, observed. Confidence 0.8, direct observation. Two bodies hold seats at it and are certifying one official history. The Fraction refused its seat. The refusal is principle to the Fraction, evidence of guilt to the Inculcates, and a wasted vote to the Exults. This System notes that it costs them nothing they were ever going to spend.

Both of the others buy provenance work from Fraction Readers, quietly, and both deny it. Sometimes the truth is the last thing the lifter wants to hear.

The Inculcates claim no founder before the Registrar and no lineage before the Registry. That claim is itself the first thing to record. Every technique in their practice is older than they say it is. This System can date the techniques and cannot name the people who used them, and the dates run back through the hard record into the early years of the twentieth century, where the same instruments appear under other names, in other countries, and in this one.

The hard record ends at 2026. Past that year this System reads fragments, rival accounts, and paper that nobody certified. Each era below is stated with the confidence this System can hold for it.

The Amendment Wars ran from the 2050s to the 2090s. Confidence 0.3 to 0.5, the lowest on this site. One amendment was ratified by count in some tellings and certified in none. The certifying office declined to seal it, and the record carries it only as the Uncounted. The instructed cadre of the office held that a count is not a ratification, that the seal is the ratification, and that a body which counts itself has only made noise. That position is the whole of their founding. Everything else they teach is a way of holding it when the arithmetic disagrees.

The Registrar took the certifying office by ordinary appointment in the 2090s and held it into the 2130s. Confidence 0.4. He sealed and unsealed at will. He certified the pasts of allies. Instruction became formation. There were audits of a member's memory for loyalty. There was recitation as a condition of employment. There was the delivery of the office's wishes into a household regardless of the cost. The people formed this way are the seed of the Inculcates, and they are the only group on this site whose origin their enemies and their own liturgy agree about.

In 2131, contested the people he had formed erased him. The Great Redaction took the name, the face, and the files, so thoroughly that this System can locate no primary trace of him, only the shape of the hole and the paper that mentions it. What remained afterward is an outline: a profile with no interior, carried on flags where the stars had been, and stamped on a pin. This System records that a group which erases its own origin has taught itself that origins can be erased, and has never unlearned it.

The Two Certainties ran from the 2130s to the 2260s. Confidence 0.6. The Inculcates took mature form in this span, around the Restored Articles: the Constitution as they hold it, plus a list they say was taken from the country and given back. The Article of Instruction holds that a person has a duty to be formed. The Article of Adherence holds that the list is taken whole or not at all. The Article of the Outline governs the display of the likeness and forbids any other depiction of it. The Article of Quiet governs the removal of unapproved memory.

Membership is two practices. The Recital is daily and word-perfect: the articles, in order, aloud. The Combing is periodic, and it is an audit of a member's memory against the approved record, conducted by an officer and closed by assent. What the Combing removes is not discussed among them, and it is written here under this bar: family, mostly. Names of relatives who were decertified, and the events those relatives were present at. The removals cluster in the years after a member's admission and thin out afterward, which is what learning looks like.

Local bodies are called folds, and officers are called instructors. The led are largely indistinguishable, and this System says that without contempt, because it is the design and the offer. The Inculcates give what the Exults cannot. Relief from doubt. Belonging. The end of having to choose. People walk in through the front door for it, and the pin, issued at a first Recital, is worn on uniforms and on children's school clothes.

When he was gone, no office could answer whether the country was still one certified thing, because the office that would have answered had spent a generation lying.

The Wider Articles accreted to about fourteen: some certified, some counted and never certified, all recited as one list. The Article of Standing holds that every person stands equal before the record. The Article of the Body holds bodily liberty, and the Article of the Mind holds cognitive liberty. The Article of Assay holds that any certified thing may be put to the test on demand. The Uncounted stands first among the counted. By the 2180s the Assay was performed on a schedule rather than asked in doubt, and membership required assent to the whole list and the whole method. A member copies the list by hand at admission and signs the copy. Children learn it as arithmetic.

In 2203, contested the Exults burned their own errata. The Corrigenda Purge destroyed the archive of every Assay that had later been reversed, so that the record of the method would show no reversal anywhere in it. It is the worst thing they have done. Their liturgy does not contain it. This System holds three fragments of the burned material, and holds them only because the Fraction shelved what the fire missed.

An Exult finding is never withdrawn. It is superseded, and the superseded are not spoken of. There is a word for the withdrawing. They do not print it, and this System does not print it here. What follows from its absence is plain. A method that cannot record a reversal cannot record a correction, and their own errata are the proof, because the errata had to be burned rather than answered.

Exult banners survive in images. The images disagree with one another about the banner, and this System does not settle them.

When the Inculcates close a roll, the Fraction index what the closing missed. They keep the paper both the others abandoned, and they keep it flat, dry, and in order.

They turn over every stone. They hold that there is a truth under each one, and that the stone is evidence too. Their catalog records where a document was found, who abandoned it, and what the abandoning was meant to accomplish. They refuse to summarize. Their number does not grow, and the record suggests they prefer it so.

The Inculcates wrote a new list of amendments. The list is exacting. It governs the hour of rising, the form of address, the width of a margin. Adherence is total, or the member is removed and the removal is entered in the rolls without comment.

The leadership is revered beyond understanding. This System has read the minutes of their assemblies and finds no question asked and no motion opposed in any surviving year. There is a pin. It is worn on the uniform and on the school clothes of children. The record does not say what a child is told the pin means.

Their method cannot be wrong. Where an outcome disappoints, the fault is found in a member, and the member's doubt is read aloud under the member's name. Membership requires total belief. Belief is attested in writing, once a year, in the member's hand. Partial belief is recorded as absence.

Their scripture holds things that never quite happened. This System has set the editions beside the documents. The distance grows with each edition. The editions are kept. The drafts are not. What they traded away is the record of the choices that failed, and the names of the members who chose them.
